Bio
Mr. Fialkoff joined the Geographic Information Science and Technology (GIST) group at ORNL in June 2015 as a HERE summer intern. He is currently a Doctoral Candidate in the Planning, Governance & Globalization in the School for Public & International Affairs at Virginia Tech. Prior to his doctoral work, Mr. Fialkoff earned a law degree from Roger Williams School of Law and a Masters in Sustainable Transport Planning from the Institute for Transport Studies at the University of Leeds, where he completed his studies as a US-UK Fulbright Scholar. He holds a BA in Political Science from Gettysburg College. His current work is the completion of his dissertation which focuses on evaluating the impact of law on critical infrastructure resilience and security, namely freight transportation and the effect of legal restrictions on the freight networks. His other research focus is maritime security and transportation policy, with emphasis on port security and multimodal transportation security. Trained in public policy, planning, and the law, Mr. Fialkoff’s research focuses on the intersection of law, policy, and the logical interdependencies that exist between critical infrastructures. Prior to joining GIST, Mr. Fialkoff was an instructor of policy implementation and law at Virginia Polytechnic Institute and State University . During his time at law school, Mr. Fialkoff worked for Moran Shipping Agencies and provided legal guidance to their general counsel for issues relating to general maritime law and maritime security.
