Jessica B. Langstaff

Operations Manager

Jessica Langstaff serves as the Mechanical Maintenance Manager at Oak Ridge National Laboratory (ORNL), where she leads the management and oversight of all Mechanical Utilities. In this role, she is responsible for the safe, reliable, and efficient operation of sitewide systems including water, wastewater, stormwater, chilled water, steam, natural gas, and compressed air—critical infrastructure that supports both daily operations and world-class research across the laboratory.

Jessica has dedicated more than 16 years to ORNL, beginning as a System Engineer in the Water Work Center and later advancing to Work Center Manager, which prepared her for her current role as Mechanical Maintenance Manager. Her responsibilities span strategic planning, regulatory compliance, system reliability, engineering oversight, and continuous improvement, with a strong focus on leadership development and team performance.

She is a licensed Professional Engineer in the State of Tennessee, a Certified Energy Manager, and holds multiple state operator licenses in water and wastewater. Jessica earned her Bachelor of Science in Civil Engineering from the University of Tennessee, Knoxville, and a Master of Arts in Executive Leadership from Liberty University. She has also served as the ORNL Excavation/Penetration SBMS Subject Matter Expert since 2014.

In addition to her professional responsibilities, Jessica is actively engaged in leadership and community development. She is a graduate of Leadership Anderson County and the East Tennessee Regional Leadership Association and continues to contribute through volunteering with Scouting America and through active service in her church.
