Mr. Singley has worked at ORNL since 1977 in a broad variety of research and development fields. He has more than 30 years’ experience with project management in a variety of settings. Mr. Singley has managed team developing software for military projects and developing data storage systems for climate data. Mr. Singley was responsible for the technical, financial, and administrative management of a variety of transportation related tasks supporting the planning for shipment of Spent Nuclear Fuel and High Level Waste (SNF/HLW) to the Yucca Mountain Repository.
More recently Mr. Singley has managed projects in international setting providing equipment and training to enhance transport security to international practitioners for the Department of Energy (DOE) – both Office of Radiological Security (ORS) and International Nuclear Security (INS), The Defense Threat Reduction Agency (DTRA), Department of State (DOS) Weapons of Mass Destruction (WMD), and for the International Atomic Energy Agency (IAEA). Mr. Singley has been responsible for specification and procurement of cargo vehicles with security enhancements in several countries including complete convoy sets of vehicles for Russian nuclear material transport as well as specialized cargo vehicle for transporting radioactive material in 8 different counties. Mr. Singley has been responsible for testing and evaluating a variety of commercially available devices for application to transport security. Mr. Singley has supported the evaluation and development of transport security regulations in five countries. Mr. Singley has been a trainer for transport security practitioners in 18 countries for the DOE, the Defense Threat Reduction Agency (DTRA), the Department of State (DOS), and for the International Atomic Energy Agency (IAEA), these training engagements have been focused on transport security for radioactive and nuclear material.
