Phillips is the Tennessee section leader in the program support section. His certification as an indoor air quality professional was awarded for his demonstration of a high level of competence and appropriate ethics in the field of indoor air quality management.
In addition to this honor, Phillips holds memberships in the American Industrial Hygiene Association, American Academy of Sanitarians and the Army Industrial Hygiene Association. Several of Phillips' articles on environmental hygiene and health have been published.
Phillips received his bachelor's degree in environmental health and his master's in environment and environmental health administration from East Tennessee State University. He earned a master's degree in public health from the University of Tennessee, and a mid-level management diploma from the Graduate Command and General Staff College. Phillips is a candidate for the doctoral degree at the University of Tennessee.
In 1989, Phillips joined ORNL as an industrial hygienist. Prior to this, he served 20 years in the U.S. Army as an environmental science officer and received numerous military awards.
Phillips lives in West Knoxville with his wife, Pat and two children, Chris and Dior.
