Joseph (Joe) Lake is the Chief Operating Officer (COO) of the Computing and Computational Sciences Directorate (CCSD) at Oak Ridge National Laboratory (ORNL), a role he has held since June 2024. Joe oversees the operational functions of one of ORNL’s leading research directorates, which encompasses over 700 personnel and includes projects spanning high-performance computing, artificial intelligence, quantum science, and the management of critical user facilities. His ability to align operations with mission-driven research has supported CCSD’s success in advancing world-class technologies critical to DOE mission objectives.
As COO, Joe provides strategic oversight of the annual operating budget, ensuring optimal allocation of resources, risk mitigation practices, and adherence to DOE regulations. In addition to leading day-to-day operations, Joe collaborates with CCSD’s division directors and laboratory leadership to develop long-term strategies that ensure operational efficiency while meeting ambitious scientific goals. He has established rigorous performance metrics and assessment programs to continuously track safety, compliance, research outcomes, and operational improvements while safeguarding executive alignment with ORNL’s institutional priorities.
With over 20 years of experience, Joe has developed expertise in coordinating multi-divisional operations, nurturing operational culture, and delivering successful solutions to complex operational challenges in DOE-style environments. Prior to his current role, Joe oversaw the operations of the Quantum Science Center (QSC), a $25M/year multi-institutional DOE research enterprise. At QSC, Joe implemented innovative strategies to improve performance, drive collaboration across 17 institutions, and ensure alignment with DOE regulatory frameworks.
Previously a certified Project Management Professional (PMP) and graduate of Battelle’s Laboratory Operations Leadership Academy, Joe exemplifies leadership in regulatory oversight, emergency response protocols, and fostering a safe research culture. He has pursued a legal education at Lincoln Memorial University, further strengthening his ability to navigate the intersection of law, science, and federal research policy.
