LandScan™ and LandCast™ Data Sets

UT-Battelle, LLC, acting under its Prime Contract No. DE-AC05-00OR22725 with the U.S. Department of Energy (DOE) for the management and operation of the Oak Ridge National Laboratory (ORNL), is seeking commercial distributors for its LandScan™ High Resolution Global Population data sets and LandCast™ 2030 and 2050 High-Resolution Population Projection data sets.

Technology Summaries

At approximately 1 km resolution (30” X 30”), LandScan™ is the finest resolution global population distribution data available. Each year, a team of researchers from ORNL’s Geographic Information Science & Technology research group make improvements to the data set using new spatial data, imagery, census information, and algorithm improvements. Census counts (at sub-national level) are apportioned to each grid cell based on likelihood coefficients, which are based on land cover, slope, road proximity, high-resolution imagery, and other data sets. High resolution imagery is used to refine population distributions and correct spatial data errors. Imagery analysis includes novel image processing algorithms developed at ORNL to take advantage of high resolution imagery using high-performance computers. The data set has become the community standard for global population distribution and one of ORNL’s most successfully licensed products. LandScan™ is an R&D 100 Award winning technology.

The LandCast™ 2030 and 2050 data sets are empirically-informed spatial distributions of projected populations of the contiguous U.S. for years 2030 and 2050, each compiled on a 30” x 30” latitude/longitude grid. Population projections of county level numbers were developed using a modified version of the U.S. Census’ projection methodology—with the U.S. Census’ official projection as the benchmark. Projected census counts were apportioned to each grid cell based on locally adaptive likelihood coefficients, which are based on land cover, slope, road proximity, distances to larger cities, a moving average of current population, and other data sets.

The LandScan™ and LandCast™ data sets were developed as part of the ORNL Global Population Project for estimating ambient populations at risk.

Licensing

This distribution licensing opportunity enables selected licensees to issue commercial sublicenses (e.g., ‘end-user’ licenses, ‘shrink-wrap’ licenses) to the LandScan™ and LandCast™ data sets. The LandScan data sets include previous years 2000 – 2015 and the upcoming data sets of 2016, 2017, 2018 (with 2017 and 2018 subject to availability). New data sets are usually available in August of the following data set year. For example, the LandScan™ 2016 data set is expected to be available in August 2017. The LandCast™ data sets include years 2030 and 2050.

UT-Battelle will retain the ability to provide LandScan™ and LandCast™ licenses at no cost to individuals from bona fide academic institutions for teaching and non-commercial academic research purposes only. The US Government also retains a use license.

UT-Battelle will accept license applications through June 30, 2017. A maximum of ten (10) distributions licenses will be awarded and UT-Battelle may issue fewer than ten (10) distribution licenses. Distribution license applications will be evaluated based on prospective partners’ ability and commitment to successfully commercialize the technology, with a preference for United States-based businesses and small businesses. Applications may contain supporting documentation. Applicants are invited (but not required) to brief the reviewers between May 15 – June 30, 2017. The briefings can be done via 1) on site visit, subject to ORNL site access requirements, 2) video conference, or 3) teleconference.
