Raynor Buckley

Federal Affairs Director

Raynor Buckley is Federal Affairs Director at Oak Ridge National Laboratory. He has nearly two decades of experience spanning national security operations, federal budget formulation and execution, congressional appropriations, and energy policy. He brings extensive experience working at the intersection of Congress, DOE, national security, federal budgeting, and the national laboratory enterprise.

Most recently, Raynor served as a professional staff member for the House Appropriations Committee’s Energy and Water Development Subcommittee, where he led appropriations and policy oversight for more than $34 billion in annual funding for the National Nuclear Security
Administration, Office of Environmental Management, Office of Intelligence and Counterintelligence, Nuclear Regulatory Commission, and Defense Nuclear Facilities Security Board. Prior to joining the Energy and Water Subcommittee, Raynor served on the Homeland Appropriations Subcommittee.
