Part 2 - User Requirement Comments

    2. Partially accepted. Since the proposed standard is an application of SGML ISO 8879:1986, document instances must be conforming SGML instances. However simplicity is an important requirement, and no feature or facility will be placed in the standard which unduly increases complexity.
  2. Germany
    1. Rejected. The W3C "HTML 3.2" text and recommendations are to be used as a basis for the proposed work, rather than taken "as is". The proposed ISO HTML standards will describe a subset of the W3C 3.2 specification, taking into account the internationalization requirement
    2. Partially accepted. There will be no confusion between the IETF, W3C and ISO specifications, since each will be identified by the formal public text identifier appearing in the DOCTYPE declaration required in each conforming document. Only the ISO standard begins "ISO"; the others begin "-//IETF" or "-//W3C".
    3. Rejected. There is a requirement for an International Standard to facilitate procurement by government and other large organisations outside the US.

    2. Accepted. "Viewable" includes all the processing actions of a user agent. These actions may range from visual presentation on a screen, and audible speech-based presentation by devices for the blind, to automatic processing by database front ends and `web-crawlers'.
