What is "high-risk" property? High risk property is:
| Equipment, components, or materials especially designed for nuclear application. These items are on the "trigger list" because they trigger the safeguards of International Atomic Energy Agency. | |
| Equipment, components, or materials which have both nuclear and non-nuclear applications. These are known as "dual-use" items. | |
| Information of any kind that can be used or adopted for use in the design, production, manufacture, utilization or reconstruction of items on the trigger or dual-use list. |

Additionally, some information products are associated with high-risk property (e.g., the accompanying manuals), and some information is in itself export-controlled. Usually, the source of funding (DOE program or Work for Others) will indicate that information has this sort of sensitivity. Be sure to indicate on your site's clearance form that the information you are clearing deals with high-risk property or is export controlled. This is required regardless of the method of transfer, for example, information provided:

| through presentations at conferences; | |
| to foreign national visitors or those on assignment to DOE facilities; and | |
| through computer networking. |
Information that is not approved for public release or that is not already publicly available, e.g., proprietary information, must undergo a review by the export control officer, prior to its transfer or release to non-U.S. citizens.

Key times to control High-Risk property is when it is purchased, moved, loaned, or excessed. Therefore, personnel will be required to review the On-line High-Risk Checklist when property is being processed through these three situations:
| PURCHASED - When purchasing property with a Requisition (RAS), or AVID (non-recognized, non-stocked), the Checklist must be completed for all items, except those on the EXCEPTION LIST. Property on the exception list are not High-Risk (such as furniture, janitorial, office computers, etc.). | |
| LOANS - When submitting the loan documentation to Property Management, (i.e., the Loan Agreement and Shipping Order) a copy of the On-Line High-Risk Checklist report is required except for the property matching the EXCEPTION LIST. | |
| EXCESSING PROPERTY - When property is
excessed from the sites, by trade-ins, donations,
transfers, or public sales, a copy of the On-Line
High-Risk Checklist report is required to be
submitted with the Excess Property Tag except for
the property matching the EXCEPTION LIST.
