Biographical Information
Mr. Rawl, Senior R&D Program Manager, has over 25 years of
experience in hazardous materials transportation safety. Currently, he is supporting a
number of technical activites for the Department of Energy and Nuclear Regulatory
Commission. These activities focus on regulatory policy analysis and application of the
transportation safety regulations, including the use of information technologies and
expert systems to enhance compliance. He is currently Chairman of American National
Standards Institute Committee N14 and is participating in a wide range of technical safety
activities.
He recently returned to ORNL after serving four years as the Head of the International
Atomic Energy Agency's Transport Safety Unit. While with the IAEA he was responsible for
the transport safety program including program development, research and development,
training, emergency preparedness, collaboration with Member States and other international
organizations (ICAO, IMO, ADR/RID, etc.) and coordination with other elements of the IAEA
(radiation, waste and nuclear safety, legal, external relations, etc.). During his tenure
the 1996 edition of the IAEA Regulations for the Safe Transport of Radioactive Material
(ST-1) was published and integrated into the international regulations (UN "Orange
Book, ICAO, IMO, etc.).
He has served as the Chief of the US Department of Transportation's Radioactive Materials
Branch and the US Competent Authority for the Transportation of Radioactive Materials. He
has served as Chairman of six IAEA regulatory revision panels and has represented the US
on the IAEA's senior transport safety advisory committee as well as numerous technical
committees. Prior to joining the DOT Radioactive Materials Branch, he worked for the US
Coast Guard with responsibilities for hazardous materials safety requirements related to
maritime transport. He holds a BS degree in Chemical Engineering (option in Nuclear
Engineering) from Virginia Polytechnical Institute and an MS in Industrial Engineering
from the University of Tennessee.
