Mr. Sullivan is a Certified Cost Engineer (CCE) and certified Project Management Professional (PMP) with 30 years of diverse experience in the management and control of technical and support services in the public and private sectors. His expertise is in project management control systems, life cycle cost analysis, budget planning and execution, and resource allocation planning and analysis. He has provided project management related support services to the TTG, and its predecessor organization TOPO, since 1988. From 1978-1988, he provided similar project management related services to the Fossil Engineering Projects, the Atmospheric Fluidized Bed Combustion Demonstration Project, the Investment Recovery Project, and the Hartsville/Phipps Bend Design Project organizations within the Tennessee Valley Authority. From 1974-1978, he provided balance-of-plant electrical design on four different nuclear power plants. Commander USNR (retired) Sullivan served as an electronic warfare and cryptologic officer with the US Army and US Navy respectively. He holds a BS degree in Electrical Engineering from Tennessee Technological University and an MS degree in Engineering Administration from the University of Tennessee.
