Many of the publications presented in this on-line "database" of reports and technical articles were published in the proceedings of conferences
sponsored by professional trade organizations such as the American Society of Heating, Refrigerating, and Air Conditioning Engineers and
the American Society of Mechanical Engineers. These organizations generally retain exclusive rights for reprinting and reproducing material
published in their journals, proceedings, and transactions.
However, internal procedures of the Department of Energy, and national laboratories operated by DOE, for submission of technical papers and articles by
written by staff members at these agencies require
that the authors include a notification to the technical society, conference organizer, or publisher that the U.S. Government retains a
nonexclusive, royalty-free license to publish or reproduce the paper or article. Consequently, this "database" contains links to where these
particular publications can be viewed and/or downloaded. All publications for which the U.S. Government does not have license to publish or reproduce
the work should be obtained directly from the sponsoring organization at the addresses listed below.
