Dr. Thomas Blinn states to see if a subsystem value can be updated
without reboot you must follow these instruction. Thanks

doctor (root) # sysconfig -Q vm vm-maxvas
vm:
vm-maxvas -     type=LONG op=CQ min_val=0 max_val=9223372036854775807

Note that the first shows you the current value (-q for query), the
second shows you the "metadata" for the variable, and if it could be
"reconfigured" (changed on the fly), there would be an "R" in the
"op=" list.  "C" is configurable (in the file), "Q" is query-able,
but no "R" means you need a reboot.

Ah, you really just want to change a tunable parameter.  Some you
can change "on the fly", some need a reboot.  Here's how you can
