action script timed out

We're recently migrated to Tru64 5.1B on our AlphaServers. I've set the
SCRIPT_TIMEOUT value on our caa application to a value that is sufficient
for all but the most extreme cases (i.e. it's not high enough if something
like a panic has occurred). If the caa start script timed out I assumed
it would automatically be retried since the target is ONLINE and the
state is OFFLINE. This isn't happening so is my assumption wrong or do
I need to set some other field?
