Auditd will not run on GS80

I have two GS80's running TRU64 v4.0G. Auditing is currently running on one server with absolutely no problems. On the other server it will not run. These servers are virtually identical. I cannot find any differences in the rc.config file or in the /etc/sec directory.

Should I remove and reinstall auditing? If I need to do anything that requires a reboot it will have to wait possibly two months because this is a mission critical server.
Here is what I get when trying to start auditing:

/sbin/rc3.d/S21audit start             
audcntl: Function not implemented

I am not sure what else to look for.

Any help would be appreciated.
