yet another osf-usr problem. (5.0)

Hello!

 i have installed the tru64 v5.0:
#uname -a
OSF1 <host;-)> V5.0 910 alpha

 right after the installation, i have noticed that
a round number of 0 users can login. I have traveled for some
time among the many posts and mailing lists, found
some solutions - none works:)
 right now, i have recovered the OSF-USR licence
from the cd according to /sbin/it.d/bin/load_usr_pak:
#lmf list
Product                   Status                     Users: Total      Active
OSF-USR                   active                            4          0
MMS-RT                    active                            unlimited
OPEN3D                    active                            unlimited
OSF-BASE                  active                            unlimited

 i tried to change it:
#lmf load 1 OSF-USR
 License too small to load this many users

 any call to
#lmf load 0 OSF-USR
 returns to 0 active users.
 what should i do/buy?
