Server 100% Busy all the time.

Hi,

We are running Tru64 Unix 5.0a on a Alphaserver ES 40 (667mhz) 2 CPUs with 
8GB memory, running Oracle 8.1.6. I have noticed the under the dxsysinfo the 
activity is always 100% busy and the swap is stable at 47%.

The server would seems to be busy all the time, but the server shows no 
signs of being slow to respond to commands via Unix or Database look ups, or 
even running backups on to tapes via a fibre switch.

Q.
Is the dxsysinfo showing the correct information?
When should I buy more cpus?
Is there any better way to find out how busy my server really is?
