A question about Mach Factor

After reading the man page for uptime, I was left with a question about Mach
Factor.  I know that a mach factor of 0 would be a pegged system, but what
is an idle system?  On a single CPU workstation, the mach factor when it was
idle was almost 1.0 (about .97).  On a 2 CPU AS4000, the mach factor when it
was idle was nearly 2 (about 1.98).  So does the idle Mach Factor go up by 1
for each CPU?  (ie. a 4 CPU server would have an idle mach factor of nearly
4).
