maxuprc failure

Tur64Unix 4.0d pk3
AS1200, ! GB res

Hello Guru's,
	were doing a database upgrade on our AS4100 today, so we have redirected
everybody to some sample databases on our 2 processor AS1200. We are being
denied logins at about 70 users, with the message:

taks_create() failed fof pid 21000:maxuprc (=128) exceeded of uid 257.

  Below is the tail of the /etc/sysconfigtab.
vm:
        ubc-maxpercent=10
        vm-maxvas=9223372036854775807

        ubc-borrowpercent=10
proc:
        max-proc-per-user=128
        max-threads-per-user=1024
        per-proc-stack-size=4398046511104
        max-per-proc-stack-size=4398046511104
        per-proc-data-size=4398046511104
        max-per-proc-data-size=4398046511104
        max-per-proc-address-space=4398046511104
        per-proc-address-space=4398046511104
        maxusers=128

ipc:
        shm-max=2147483647
        sem-mni=192
        sem-msl=192
        sem-ume=2000
        num-of-sems=200

vfs:
        bufcache=1

Do I need to change the proc settings up for "max-user=128", and reboot? Is
that all? I also checked resident and there 30% left of 1 GB, and also # of
ptys = 736 (#ls /dev/pty* | wc).

This is a live situation, TIA.
