Is Tru64 V5.0 kit missing the firmware CDROM?

I just rec'd the distribution kit for Compaq Tru64 Version 5.0.

According to the Read-This-First letter the kit should contain the
Alpha Systems Firmware CDROM Version 5.5.  My kit does not contain
this CDROM.  The Bill of Materials Parts Listing does not list this
CDROM as part of the kit either.

Did anyone receive a TU64 V5.0 kit with the firmware?  Is this an 
oversight on the part of the kit builders?  Is Firmware V5.5 required
(as is usually the case with a major release of Tru64 UNIX)?
