OSF/1 CD

Greetings, all.  My school purchased a DEC 3000/300 last year, and the
machine was missing two critical items: header files and the Pascal
compiler we ordered.

The more important of the two is definitely the headers.  I would install
them from the OSF/1 CD, but we did not receive one.  Do most systems come
with an OSF/1 installation CD or is that an item one must buy seperately?

Digital tech support has been most unhelpful (last we checked our support
representative had gone on vacation), and we've been unable to get any
answers from them for the past several months.

What is the recommended course of action?
