"too may open files" on OSF/1 2.0

I got this error today on an Alpha 2000 running OSF/1 2.0.  Previous discussion
in this group pointed to xdm as the likely cause of this behaviour.  Also,
that xdm was going to be fixed for 2.0.  Was it fixed?  If so, any ideas on
what's happening?
