I know you don't want to hear this but I've got the same setup
Xyplex 1500 (many) running software 5.0, 3 Alpha 3000/800 running
OSF/1 v2.0 and telnet works fine!
May want to check your netmasks, Are all your machines in a
DNS database or /etc/hosts file? Can you telnet from the Xyplex
using the IP number of the Alpha.
As an alternative I think you can get LAT (ESL,CSLG)
running on the OSF/1 systems (yuck!) and make the terminal servers
connect using LAT.
