NFS File locking problems between OSF/1 2.0 and Ultrix 4.2

We are exporting /usr/spool/mail via NFS from a DECstation running
Ultrix 4.2 to a Alpha running OSF/1 V2.0 and are having a little
trouble with file locking on the mail spool.

/bin/mail tells me:
binmail: cannot lockf /usr/spool/mail/gallatin
dxmail hangs for a while, spewing messages like:
	 fcntl: Local lock-manager not registered
to the console.

We don't normally run lockd and statd, so I started rpc.lockd and
rpc.statd on the alpha, and lockd & statd on the Decstation.  Still no
luck.  Now mail hangs a lot longer (and there are no console
messages), but still returns with: 
binmail: cannot lockf /usr/spool/mail/gallatin

rpcinfo tells me this: (serov=DECstation, renoir=Alpha)

So.. What am I forgetting?

And while I'm asking questions.. Does anybody know if the version of
the ADVFS Utils that comes on the V2.0 layered products disk includes a
rvdump/rvrestore combo?  I would like to move some filesystems to
ADVFS, but would like continue to do backups over the net using (v)dump.
