In the user's .qmail:
|/usr/bin/maildrop
(or whatever path is needed)

In the user's homedirectory, a .mailfilter file, including
things like:

if (/^Subject:\ stuff-you-will-filter-on.*/:h)
  to /path/to/filtered/Maildir/
