Not in the sense you mean.  The way to stop UCE is to make the costs be borne
by the sender instead of the recipient; see djb's IM2000 proposal for a little
more discussion, and JdBP's particular implementation proposal for some
details of what it might look like.

No.  Trivially forged, and impossible to verify.  Does not prevent UCE in any
case.  Does not change the cost structure.
