It does not stop because it wants to finish the deliveries it started.  Be
patient.  Did you read the README about how to stop/start your qmail under 
your distro?  If you did, you would know that 

qmail.init stop

will stop qmail eventually.

But the README never talks about using svc -x; if you used svc -x, you
screwed up.
