Probably because you haven't finished reading the docs.

"man newaliases" (making sure, of course, that it's fastforward's
newaliases man page that you're reading and not sendmail's). The very
first paragraph of the INCLUDE FILES section talks about it, and
references a second man page which contains the rest of the answer.
An even more direct (though less complete) answer is in the ALIASES doc
file that's also included in your installation.
You really should read /all/ the documentation -- just about everything
you need to know is in there somewhere, and there aren't that many doc
files either.
