Drupal: The Power of Open Source for Government
Presented by Karen Borchert, Phase2Technology  |  abstract  |  video

The administration's focus on transparency, accountability, and efficiency has changed the federal agencies build their web sites. From engaging citizens to make their voices heard on your site to making raw data available to the public in platform independent formats, the rules have changed. Important regulations such as 508 compliance, privacy considerations, and the open government directive must be combined with agencies' interest in efficiency, transparency, semantic web technology, clear and thoughtful design, scalability, and extensibility.

Drupal has proven to be an effective CMS and publishing platform for government, because of its ability to be tailored to the security, accessibility, and privacy needs of the government sector while maintaining the flexibility of a powerful publishing platform and CMS.

In this session, consultants experienced in the largest of government implementations will explore the topic from several angles, including what implementing Drupal in government can mean for the community, how regulation and innovation can work together for a federal agency's site, and what's in store for government agencies seeking open source solutions.

Using practical use cases, we'll cover

  1. How to reconcile seemingly at-odds considerations of government web sites, like transparency being at odds with security or participation at odds with privacy.
  2. How Drupal is meeting the needs of the government sector, and how it will change in the near future to be more prepared for government's needs.
  3. How Drupal distributions like OpenPublic can be used to create web solutions tailored to the unique needs of government.

This session will satisfy the appetites of anyone interested in seeing how open source web CMS solutions like Drupal are adapting to the unique needs of federal agencies, and how web services and open source technology are furthering the agendas of those agencies, without compromising the standards required by changing regulations.

Drupal4Gov: Grassroots Government Collaboration
Presented by Kirsten Burgard, Department of Veterans Affairs  |  abstract  |  video

This session will take a look at Drupal4Gov, its growth, potential for inter-agency collaboration and the future for Drupal in the government sphere. Drupal4Gov is an informal, employee lead open source group formed as a listserv in October 2009. With just 11 federal and state government employees, this list has grown to nearly 150 local, state, and federal government employees, all using open source and most using Drupal. On September 10, 2010, Drupal4Gov gathered at the Department of Veterans affairs and held a first ever coding sprint. The sprint brought together 28 Drupalers from 6 agencies, culminating in a new site to document the creation of government Drupal installations.

Enterprise Web Governance

At the National Renewable Energy Laboratory, effective governance becomes a key strategic objective for NREL.gov in FY11. Jeannie Saur, the NREL.gov project manager, will share NREL's governance approach and its enterprise Web site strategic plan, which includes developing application standards and engaging lab executives.
