DIRECTIVES MANAGEMENT GROUP - WEEKLY ACTIVITY REPORT July 1, 2008
DOE Justification Memos (JM):
Two new JMs were received from Office of Science on June 30, 2008,
and have been sent out for review and concurrence. These are on DOE
O 575.X, Communication Practices, and DOE O 206.5, DOE
Privacy Program. Both are due to the Office of Science on July
7, 2008. We have not received them yet from Environmental
Management at Headquarters. DOE Draft Directives:
New draft DOE O 413.3A, Change 1, Program and Project Management
for the Acquisition of Capital Assets, was sent out for review
on June 26, 2008, and is open for comment until July 15, 2008. This
draft change incorporates the use of Technical Standard,
DOE-STD-1189-2008, Integration of Safety into the Design Process,
which is mandatory for Hazard Category 1, 2, and 3 nuclear
facilities. The response to Draft DOE G 413.3-15, Department of
Energy Guide for Project Executive Plans, will be finalized
today, July 1, 2008. DOE Technical Standards:
New Draft, DOE-HDBK-1122-YR, Radiological Control Technical
Training, has been sent out for review and comments are due to
Headquarters in late July. Four other draft standards are
also out for review: DOE-STD-1121-YR, Internal Dosimetry;
DOE-HDBK-1129-YR, Tritium Handling and Safe Storage; and
DOE-HDBK-XXX-YR, Human Performance Improvement Handbook,
Volumes 1 and 2. The review of the Human Performance handbooks will
be completed today, July 1, 2008. One draft technical standard has
been received for comment resolution and three draft technical
standards have been received for final concurrence.
DOE Control Forms Signed.
DOE G 413.3-6, High Performance Sustainable Building; DOE G
413.3-17, Mission Need Statement Guide; and DOE O 323.1, Admin
Change 1, Garnishment of Federal Employees Pay, all were signed on
June 27, 2008. DOE O 450.1A,
Environmental Protection Program, was signed on June 30, 2008.
Directives Management Group (DMG) Home Page Update
- Department of Energy (DOE)/Oak Ridge Office (ORO) Directives:
Published four DOE Directives Control
Forms (DOE 323.1,
Admin Change 1, DOE G 413.3-6, DOE G 413.3-17, DOE O 450.1A) to the
DMG Home Page. Published one ORO Directives (ORO O 410, Chapter
III, Change 5) to the DMG Home Page. All above stated actions were
sent by e-mail notifications to mailing lists and were updated in
the DMG Tracking Systems.
Requirements Change Notices (RCN):
The RCN’s for EnergX and WSI's RCN's have been issued via contract
modification. Bechtel Jacobs Corporation, Isotek, and Oak Ridge
Associated Universities RCN's have been sent to the Contracting
Officer to be issued via a contract modification. UT-Battelle's RCN
has been sent to the Contracting Officers Representative (COR) for
signature.
Impact Assessments (IAs).
Five IA request letters have been sent
to the contractor. Seven IA response letters were sent to the
Division of Primary Interests via e-mail. Three IA request
letters are pending signature by the COR.
Implementation Plans (IPs).
Thirteen IPs are under COR review for approval, rejection, or
closure.
