DIRECTIVES MANAGEMENT
GROUP/ Directives Management Group: Draft
DOE Directives:
Drafts in review are DOE O 426.Y, Personnel Selection,
Training, Qualification, and Certification Requirements for DOE
Nuclear Facilities, due to Headquarters on November 12; DOE O
458.1, Radiation Protection of the Public and the Environment;
DOE M 231.1-1A, Change 3, Environment, Safety, and Health
Reporting Manual;
and DOE M 231.1-2, Change 1, Occurrence Reporting and Processing
of Operations Information, are all due to Headquarters SC, EM,
and NE on December 12, 2009. DOE
Technical Standards:
Draft SOE-STD-1176, Chemical Processing
Qualification Standard, is in concurrence stage presently and
completes the cycle on November 10, 2009. Draft DOE-STD-1158,
Self-Assessment Standard for DOE Contractor Criticality Safety
Programs, completed final resolution on October 29, 2009. Requirements Change Notices (RCN): Third Quarter RCNs sent to the Contracting Officer (CO), to be issued via a contract modification, are Bechtel Jacobs (BJC), EnergX, Protection Strategies Incorporated (PSI), and Wackenhut Services Incorporated (WSI). Second Quarter RCNs were sent to the CO for signature, to issue via a contract modification, for EnergX, PSI, and WSI have not been executed. At this time, the Second Quarter RCNs are five months behind. First Quarter
RCNs were sent to the CO for signature, to issue a contract
modification, the RCNs for EnergX, and WSI have not been executed. At this
time, the First Quarter RCNs are eight months behind and the validity
of this process is very much in question.
Impact Assessments (IAs): Two IA
response letters were sent to the DPI via e-mail.
Implementation Plans (IPs):
Two IPs
are under COR review for approval, rejection, or closure. Three IPs
are pending submission by the contractor.
Office of SCience Management System (SCMS) Operations: SCMS/RevCom Submission of
Draft Directive Comment Packages: On November 10, 2009, the
Operations Center in conjunction with the Management System Owners (MSOs)
of Real Property and Facilities and Infrastructure submitted to SC-3
the recommended Executive Summary and Comment Package on Draft Order
DOE O 430.1C, Real Property Asset Management. This is the
largest comment package that has been prepared since SCMS/RevCom
requirements review when live on June 15, 2009. There originally
were 98 comments submitted into RevCom which were then tailored by
both MSOs to be the most effective position for the Office of
Science (SC). This is also the first review out of the 46 since June
where there is almost equal involvement and responsibility of a
Primary MSO and a Parsed MSO. This was an extraordinary effort. This
will bet the first effort of MSOs to provide rationale within RevCom
on decisions concerning submittion or non-submission of comments
provided by SMEs and SC Sites. With the MSO concept in place now for
five months, 93 percent of all submitted comment packages to SC-3
have been immediately approved with no outstanding issues raised.
SC-3 concurred on without question the two ESH MSO recommended
comment packages on Draft DOE O 461.1B, Packaging for Offsite
Shipment of Materials National Security Interest; and Draft DOE
O 461.2, Onsite Packaging and Transfer of Materials of National
Security Interest.
