*Request to Extend the Notice for One Year Department of Energy Notice 234.1, "Reporting of Radioactive Sealed Sources"*	The Department of Energy (DOE) N 234.1, Reporting of Radioactive Sealed Sources, February 27, 2008, was issued to establish responsibilities and requirements for identifying and reporting radioactive sealed source information to the DOE Radiological Source Registry and Tracking System (RSRT) and for transaction reporting and data reconciliation to the Nuclear Regulatory Commission (NRC) National Source Tracking System (NSTS) (see attachment 1). The Notice continues to have relevance for DOE and its operations. Notice of Intent to Revise DOE Order 413.3A, "Program and Project Management for the Acquisition of Capital Assets	Department of Energy (DOE) Order 413.3A, Program and Project Management for the Acquisition of Capital Assets, as approved on July 28, 2006, provides DOE with project management direction for the acquisition of capital assets with the goal of delivering projects on schedule, within budget, and fully capable of meeting mission performance, safeguards and security, and environmental, safety, and health standards. The revision will serve as an update based on the outcomes from the Corrective Measures of the Department's Root Cause Analysis (RCA) Report on Contract and Project Management and its Corrective Action Plan (CAP). This update is delineated as one of the outcomes of Corrective Measure Number (8) within the Department's Contract and Project Management RCA Corrective Action Plan (CAP). Request to cancel DOE M 413.3-1, "Project Management for the Acquisition of Capital Assets"	The principle directives in the Department governing project management are DOE O 413.3A and DOE M 413.3-1. The last update to the Order, published on July 28, 2006, included significant changes which necessitated a similar revision to the Manual. Rather than undertake this major update to the Manual, a decision was made to replace the Manual with a series of Guides and to cancel the Manual after publication of the last Guide. With the goal of completing all necessary guides by the end of FY 2008, an Executive Steering Committee was formed in October 2007 to identify the subject matter areas and to appoint and oversee multidisciplinary teams to develop the Guides. The first Guide was published in November 2007 and the last was published just ahead of the Department's goal in September 2008. Now that the complete series of 413.3 Guides are published, I request that DOE M 413.3-1 be canceled. All of the relevant material in the Manual has been included and/or enhanced in the Guides. *Page change to Department of Energy Order 420.1B, "Facility Safety"*	This memorandum provides justification for a "page change" revision to Department of Energy (DOE) Order (O) 420.1B, Facility Safety. This change will add a requirement to use the new DOE Standard 1189, Integration of Safety Into the Design Process, during a facility design, and a requirement to use active building confinement as the preferred design alternative over passive confinement during a facility design unless otherwise technically justified. In addition, the page change includes administrative changes to reflect DOE's reorganization in October 2007 that resulted in the Office of Health, Safety and Security assuming responsibilities previously assigned to the Office of Environment, Safety and Health and Office of Security and Performance Assurance, which were eliminated in the reorganization. *Revision and Conversion of Department of Energy Manual 426.1-1A"Feceral Technical Capability Manual" to a Departmental Order*	The memorandum provides justification for two actions in relation to the Department of Energy (DOE) Manual (M) 426.1-1A, "Federal Technical Capability Manual," that were the results of activities associated with the Office of Health, Safety and Security (HSS) Safety Directives Review - Project Plan. These actions are: (1) conversion of the Manual to a DOE order; and (2) revision of the information content, including retention/revision/deletion of requirements, and establishment of new requirements and associated roles and responsibilities. Justification for Cancellation of the Department of Energy Policy 450.3, "Authorizing Use of the Necessary and Sufficient Process for Standards-based Environment, Safety and Health Management," and Related Manual and Guides	This memorandum provides the justification for the cancellation of DOE P 450.3;DOE M 450.3-1; DOE G 450.3-2; and DOE G 450.3-3. Request to Revise DOE O 475.1, "Counterintelligence Program"	DOE O 475.1 establishes the Counterintelligence (CI) Program requirements and responsibilities for the DOE, including NNSA. Request to Revise DOE O 5500.11, "Power Marketing Administration Emergency Management Program"	The Power Marketing Administration (PMAs) have expressed interests in updating the emergency management requirements that affect their operations. Additionally, DOE O 5500.11 is included in the list of directives that must be reviewed and revised this year under the requirements of DOE O 251.1B. Since DOE O 5500.11was published in 1994, emergency management requirements within DOE and programs across the nation have moved to comprehensive, "all hazards" approach.
