Request to Extend the Notice for One Year Department of Energy Notice 234.1, "Reporting of Radioactive Sealed Sources" The Department of Energy (DOE) N 234.1, Reporting of Radioactive Sealed Sources, February 27, 2008, was issued to establish responsibilities and requirements for identifying and reporting radioactive sealed source information to the DOE Radiological Source Registry and Tracking System (RSRT) and for transaction reporting and data reconciliation to the Nuclear Regulatory Commission (NRC) National Source Tracking System (NSTS) (see attachment 1). The Notice continues to have relevance for DOE and its operations.  DOE N 234.1 was submitted, reviewed, and approved according to DOE O 251.1B and follows the directives program process in DOE O 251.1C Appendix B, January 15, 2009. DOE M 413.3-1, "Project Management for the Acquisition of Capital Assets"
The principle directives in the Department governing project management are DOE O 413.3A and DOE M 413.3-1.  The last update to the Order, published on July 28, 2006, included significant changes which necessitated a similar revision to the Manual. Rather than undertake this major update to the Manual, a decision was made to replace the Manual with a series of Guides and to cancel the Manual after publication of the last Guide.  With the goal of completing all necessary guides by the end of FY 2008, an Executive Steering Committee was formed in October 2007 to identify the subject matter areas and to appoint and oversee multidisciplinary teams to develop the Guides. The first Guide was published in November 2007 and the last was published just ahead of the Department's goal in September 2008. Now that the complete series of 413.3 Guides are published, I request that DOE M 413.3-1 be canceled. All of the relevant material in the Manual has been included and/or enhanced in the Guides. Justification for Cancellation of the Department of Energy Policy 450.3, "Authorizing Use of the Necessary and Sufficient Process for Standards-based Environment, Safety and Health Management," and Related Manual and Guides This memorandum provides the justification for the cancellation of DOE P 450.3;DOE M 450.3-1; DOE G 450.3-2; and DOE G 450.3-3. This is to complete the update of DOE O 320.1, Acquiring and Positioning Human Resources, dated 09/06/2002, which provides the continuing support and guidelines that addresses significant Human Capital issues and concerns and assists in the administration of program needs.  This Directive was previously revised and comments were received; however, a few comments were not resolved on a timely basis.  As a result of the time which has elapsed since the previous RevCom process was initiated, the process needs to start over. Notice of Intent to Revise Chapter VI of Contractor Requirements Document (CRD) of DOE O 350.1, "Contractor Human Resource Management Programs" This Order establishes responsibilities, requirements, and cost allowability criteria for the management and oversight of contractor human resource management programs.  The funding requirements of DOE O 350.1 are being revised to align with the requirements of the Pension Protection Act (PPA) of 2006.  The Order currently requires contractors comply with Section 302 of the Employee Retirement Income Security Act (ERISA).  Under the PPA the minimum contribution amount must be equal to 100 percent of the present value of all benefits accrued to date, phased in over 4 years, beginning in 2008. Notice of Intent to Establish a Federal Protective Force Manual and Cancel Department of Energy M 470.4-3, Change 1, Protective Force Previously, Federal and contractor protective force requirements were comingled in a single manual with an emphasis on contractor requirements. To provide a clear distinction between Federal and contractor protective force operations, separate manuals were developed. This development occured at the same time using the same process to ensure consistency. Currently, the contractor manual is awaiting approval. Creating a separate manual, with appropriate focus, based upon the previous requirements will increase the ease with which Federal requirements can be identified.
