[Q] at/batch doesn't work on C2

Hi Gurus!

I have the following poroblem. I have installed C2 Security
on my AS2000/400 running DU 3.2 C. All seems to be ok, except
at and batch jobs. Jobs are only executed for root.
Ordinary user can execute at/batch command but nothing happens.
