problem with oracle

hi all,

we're running oracle v7.1 on a 2100 4/275 (bi proc, 1 GO mem), 
when we wana use PRO C, PRO ADA and so on, we get the folowing 
error :

i've a call to oracle, but they don't realy know when they'll call me
