It doesn't. In fact, it should *NEVER* run as root. qmail-lspawn runs
as root because it needs to be able to deliver mail to any user in the
system, and only root can do that. But qmail-lspawn will refuse to run
qmail-local as root.
If your qmail-local runs as root, then there is something *very* wrong
with your install.
