No, that does not follow.  That will only be the case if (a) you're doing
filtering on the primary, (b) doing less (or no) filtering on the secondary,
and (c) messages from the secondary bypass the filters on the primary.

Yes.  See the documentation for how to set it up, and then don't configure any
exceptions.
