According to spamcop they are all evil spammers that have to be blocked.
There are also, of course, other valid reasons why messages can end up
bouncing after a successful SMTP DATA command is acknowledged. Spamcop is
ignorant of those reasons as well.
For me spamcop maintains a broken DNSBL and I can recommend anyone that likes to run a stable mail system not to use their blacklist.
