echo "#" > /var/qmail/control/doublebounceto

there are also queue-scrubbing scripts that will clear out unwanted stuff, by 
setting the timestamps back a week or so. Empty from headers <> are what you 
want to look for, use qmail-qread to see what is there.

I can't find the script I had in mind, but queueexpires.pl rings a bell
