They obviously don't understand the problem.  You don't negotiate with
spews.  You don't "resolve matters" with spews.  You simply do what
they ask.  What they ask is very simple: stop your customers from
abusing the network.  If you don't do what they ask, they eventually
end up listing your entire network.
