Reutilization by a Government Agency

Note:  Bypass step 1 if property was acquired by the subcontractor under a non-taxable subcontract.

  1. ORNL technical project officer (TPO) generates "Request to Excess" form in eProp and submits copy to Subcontract Property. Please note: (1) Under Comments box in Pickup Location, type "Do not pick up; property is located at subcontractor site." (2) In section for property without a barcode label, type "N/A" for property number.

  2. (b) performs High Risk Property Review and submits Checklist Form to Subcontract Property.

NoteSubcontractors that wish to retain use of property via transfer of title to another government agency should obtain guidance from ORNL Excess Propertyor Subcontract Property prior to step 4.

  1. Subcontract Property seeks input from subcontractor and TPO in completing Property Screening Form for use by ORNL Excess Property personnel.

  2. ORNL Excess Property evaluates property for screening on EADS (15 days), ERLE (as appropriate, 19 days) and GSAXcess® (FEDS Interface) (21 days). 

Property that remains after screening or that is deemed unsuitable for screening is evaluated for sales in place and/or abandonment in place.
