William P. PainterWilliam (Bill) Painter is a Senior Sponsored Research Manager in the Partnerships Directorate at the United States Department of Energy’s Oak Ridge National Laboratory (ORNL) which is operated and managed by UT-Battelle, LLC. Bill is the User Facilities Program Manager working with the individual user facility managers on user facility issues. He is responsible for the effective negotiations, administration and closeout of User Agreements and other sponsored research agreements including universities, private companies, and state governments to support ORNL’s national mission.

Prior to joining the Technology Transfer division, he has worked in Procurement as a Subcontract Administrator, Science and Technology Partnerships Office as CRADA Manager, and in Prime Contracts as a Sr. Contract Administrator. Bill joined the staff at ORNL in 1984 after service in the United States Air Force as a Contracting Officer, working at the Los Alamos National Laboratory and the National Renewable Energy Laboratory as a Subcontract Administrator and Lockheed Martin Aerospace Corporation as a supervisor of Major Subcontracts.

Painter is a graduate of Auburn University with a Bachelor of Science degree in Industrial Management and a Masters Degree in Business Administration. He is a Certified Professional Contracts Manager and was awarded Fellow status by the National Contracts Management Association and a member of The Society of Research Administrators International.
