What we do...

The Operational Awareness Program (OAP) is chartered to provide ORNL organizations support and assistance in the identification and resolution of environmental, safety, and health (ES&H) problems. The program was first implemented in December 1997 as an environmental program. In December 1998, the Deputy Laboratory Director, expanded the program to include safety and health. Organizational visits are scheduled, ES&H observations are made, and on-the-spot assistance is provided when possible. Observations are provided in writing to the organization with suggestions for appropriate fixes. The Director of the organization is responsible for the appropriate disposition of observed ES&H Items. The observations are not tracked in a formal database and no corrective actions are required.


 
Who we are...

  • Operation Awareness visits are carried out by a team of six ORNL and DOE ES&H Experts. There is very strong senior management support from both ORNL and DOE. The OAP team includes members from the Operational Safety Services Division (OSSD) and the Environmental Protection and Waste Services Division (EPWS).
  • An OAP visit is not an audit or assessment. It is a visit which follows a slow, deliberate, and thorough process through laboratories, storage facilities, shops, and offices.
  • Although there is no official driver or requirement to "fix" the observations identified during visits, there has been a very high percentage of fixes based on informal correspondence from Directors.

Summary Topical Information

The following topics capture the trends which have been most frequently observed during Operational Awareness Program visits:

  • Unidentified floor or sink drains
  • Lack of secondary containment for instruments or machinery
  • Radiological signs and/or labels are unclear, inconsistent, or damaged
  • Inadequate clearance in front of or adjacent to electrical panels, disconnects, etc.
  • Compressed gas cylinders are not in an upright position or properly secured
  • Lack of signs/labeling
  • Hazardous/flammable materials storage/use

Team visits...

Since the inception of the Operational Awareness Program at ORNL in December 1997 there have been:

  • Schedule of Visits for FY 2004
  • Over 160 visits to ORNL organizations
  • One or more visits to all 26 ORNL organizations
  • 1950+ observations have been made
  • 1000+ ORNL facilities have been visited (with one or more visits to ~90% of the facilities )
