Performance Based Management System (PBMS)

The Performance Based Management System (PBMS) describes the Laboratory's approach to utilizing business planning and assessment and to providing feedback and improvement information to ORNL staff. Efficient utilization of the performance-based management process will guide line management and management system owners to monitor progress of performance objectives in support of business plans and will assist management system owners in the effective, efficient, and well-deployed delivery and continued improvement of ORNL management systems.

The expectation of ORNL management is to achieve simultaneous excellence in the areas of science and technology, laboratory operations, and community service.

There are four basic process steps in the PBMS process as evidenced in Section 3 of the PBMS Description:

Developing Business and Performance Assessment Plans
Conducting Assessments
Managing Assessment Results
Analyzing Assessment Results
